need help setting up my OpenVPN config using a web proxy

Hello
I have successfully installed Virtual Box on my system but I have a problem and this is my problem:
I am running a Huawei 3G modem which some of my web site has been blocked due to payments forbandwidth so I am currently using a web proxy that sends http/https tunnel in which I need to enable WINS proxy in Vista ( but I cant cos I have looked everywhere

1. Do I need to enable WINS proxy if yes …I need to know how to do that on vista
2. Do I need another tunnel like OpenVPN or any other VPN to convert my http/https web proxy to a network packet so that I can be able to have full access of my remote connection if yes I need guide
