Installing server locked package where user locked was used in another installation

I have encountered a problem where even if you uninstall open VPN connect where a user locked profile was used and install a package with server locked included you must remove the appdata/roaming/openvpn folder for the user before it functions properly. Is there any syntax or practices that would allow automation of this to solve moving users?
