Unable to update

I have old OpenVPN for Vmware instance. I cannot update it because apt is unable to connect ubuntu servers. This is an error message I get:
I can connect all the other sites on the internet so there is no network misconfiguration. I also tried to download and install a new fresh instance. It got same error with that instance too.
What is going on and how to fix this?
