Central location for configurationfile in version 3.X?

New to the forum
In version 2.X, it was possible to place a configurationfile in c:\programs\openvpn\config and all users on the pc could use that file. As far as I can see, that is not possible in version 3.x? Here, the configurationfile can only be placed in a personal folder for each user.
Am I missing something? I would love to have a central location for configurationsfiles!
