Win10 Firewall settings

We use openVPN to get access to a disk put in common (let's call it Disk A), enabling us to store common files.
In order to facilitate this, and to do some mapping on each of our PCs, I have defined a fixed IP (on the openVPN server side).
However, on the PC that has disk A, we must turn off the public firewall, else we are unable to reach the PC.

I have implemented an inbound firewall rule in UDP for the given port for all the network public network (as my openVPN TAP is considered as a public network by the computer).

I don't like to turn off my firewall, I would like to implement the most precise firewall inbound rules, to really narrow it down.
However, I don't know how I should better implement the firewall rules, or to test to see what it is causing the issue. But as soon as I disable the firewall rules for the public network, it works.
