Why would windows via Android block this?

Hi,
I have openvpn on my Asus router and the client to access my network on my phone. I've used it for years without a problem. I can still access all my computers & hhd on the router and Linux machines but I have a windows machine that "can't connect" when using the VPN outside my network. I can connect to it fine when within my network and not using the VPN.
Why would it be stopped from accessing it from outside?
P.s the win machine has Nord VPN running but again, I can access it fine when in the network zone and not using the VPN.
