after installing the Server and login to the admin gui,
there is no menu point Authentication > SAML
only general / PAM / RADIUS and LDAP is visible.

what did I miss?

You probably haven't updated it to the latest version yet. Do that and the option should appear.

On most of our available cloud images it should be a matter of logging in through SSH, getting root privileges, and then running;
apt update
apt upgrade openvpn-as
