EasyRSA cant create PKI file structure because of permissions

I dont know if this is the right place to ask this, but Ill try

I am trying to set up a server. I did one installation which worked perfectly, but then I freshly installed windows 11 and now the init-pki in EasyRSA-Start.bat wont run successfully because of permissions it seems like.

When I create the pki folder myself, it writes a file to the folder called "openssl-easyrsa.cnf", but fails to create a temporary file structure. Running the command again prompts a deletion of the pki folder to create a new, which it fails to do.

I went back to windows 10 and its still the same. I have checked all permissions for all users and the cmd windows is running as an administrator. My user is also system administrator. No other program has been installed prior to trying this.
