OpenVPN Error 9 - Too many push requests

Hi there, after several users (for example 20 users) connected via OpenVPN, the 21 users can't connect to the server and keep getting Authentication failed (Standard Password & Radius Password)
OpenVPN when trying to connect there are too many push_requests and finally get Auth_Failed
it's nonsense when the same user can you L2TP or Softether VPN Client, maybe there is an issue in the OpenVPN config for Softether,

I appreciate any help
the same username can connect via L2TP and Softether VPN Client without any issue but can't log in with OpenVPN
I got ovpn profile from Softether Server Manager and edited by standard rules
so there is should a problem preventing users connect easily to OpenVPN
Server use as cascade
no bridge
no NAT
firewalld disabled (even was enabled not work)
use Radius and Standard users
with valid DigiCert certificated
if you need I can give you my .ovpn conf
but I think the problem is on the server side
Sofether Server 4.29 (Centos 7) & (Centos 9)
if you have any idea how can I workaround the issue?

Are you saying that the OpenVPN server is actually SoftEther? If that's the case I'd recommend to reach out to them directly, because they are not using the OpenVPN code, but they reimplemented the protocol from scratch.
