installation issues with Fedora

issues with the build on Fedora
i have followed the direction on the Fedora project site

there are some contradiction it the lines at
11-13 but i think i got through everything correctly ven though i was not sure what Vars to put in
when i try to start i get an error
that it cant start
any help would be appreciated
im running
OpenVPN 2.5.7 x86_64-redhat-linux-gnu [SSL (OpenSSL)] [LZO] [LZ4] [EPOLL] [PKCS11] [MH/PKTINFO] [AEAD] built on May 31 2022
library versions: OpenSSL 3.0.5 5 Jul 2022, LZO 2.10
