Beginner question: Multiple Clients at the same time to one Cloud Server possible?

Hello - i have a cloud server hosted by IONOS (german company)
I have installed a Apache Webserver on this cloud server
now i want to alow just users who are connected via VPN to use the Web-application (via local IP of server in Browser)
the users can use: pc,tablet or handy with OS windows,IOS or android

- What software must i install on server?
- what must i configurate on server?
- what must a customer install on his device?
- what must the customer enter on his side?
