OpenVPN works on linux but not on windows 10/11

hey I have an issue with openvpn on win machines, I am able to connect, get an IP address and routes, but I cant ping other openvpn clients, which works perfectly on linux client with the same client ovpn file.
I can also see ARP requests from win client and also responses from other clients, but do not see other clients in arp table of win.
I have tried to create inbound fw rule, allow app through firewall but no luck.
Any idea what could be wrong?
