I am in LatAM right now and connected to (express) vpn in Miami. From my laptio I can access Amazon Prime site as if I am in US. I have now shared my wifi with roku as well as my mobile and tried accessing amazon Prime. Unfortunately, amazon prime immediately detects that I am outside USA.

What step am I missing in shared internet connection

Shared wifi connections are not routed over your VPN. You need to create a virtual router in Windows to accomplish this.
