In OPENVPN (or in networking) , what's cipher ? is it an encryption algorithm ? or it's a password/key ? if it's an encryption algorithm , it need to combine a key to do encryption, right ? What does that even mean, “cipher”.

Cipher, or cypher, is a real word, fully explained in a dictionary. It's not just a name from The Matrix..

Also, --cipher is deprecated, you should use --data-ciphers.
