Unable to connect

Hello,
I have setup OpenVpn on Asus AC86U router and I was able to connect with iphone XR after exporting the file, but only via wifi.
I selected "Both" and also tried Internet only, but I can only connect to OpenVpn app if I connect to my wireless. As soon as I disconnect, I lose connection to the vpn.
