I'm trying to connect to Outlook via an exchange server at work. I have a VPN connection established and I can access other services behind the VPN but I cannot get exchange to work. The server identity cannot be verified. My users using android phones have been able to connect without difficulty. Is there some setting on exchange or in OpenVPN which will enable iPhone users to connect?

from your, iPhone check If you can access your exchange server portal via the web, If It's not accessible probably there is some blocking from your connectivity.
Don't forget to use the latest OpenVPN client
