Is there a way to reset the tap parameters when the connection goes down for a certain time period. I can see that the windows client retries the connection after the ping parameters that I have set, but it keeps the tap configured as it was. This creates problems with network changes and DNS. I'd like the tap adapter to reset / clear if the connection is down for more than N seconds

Sounds to me like perhaps you have 'seamless tunnel' enabled, which keeps the TAP adapter alive when there is an interruption in the connection. If you don't want that, then turn that off. It's in the OpenVPN Connect app settings.
