Questions about OpenVPN performance

hello everyone，I met A strange problem. I have two servers, A and B, with A higher performance and B lower performance. I installed OpenVPN on both servers and then measured the speed on the Intranet. This is the bottleneck of performance. On server B, one logical CPU of B occupies 100%. Later, I put two servers A and B on the public network for speed measurement, but the speed can only reach 100m，At this time, a logical CPU occupancy rate of B has reached a high level, about 80%. According to normal conditions, the CPU occupancy rate of B should not be so high. What is going on?
