Install fail

I am trying to install OpenVPN-2.5.2-I601-amd64 on my Windows 10 system and upon launch I get "there is a problem with windows installer package. A DLL required for this install to complete could not be run. Contact support personnel or package vendor". I've tried Disable firewall/AV and installing from DOS elevated cmd. Neither help. A google search said to verify permissions in Temp folder (they were correct). Any suggestions?
