Installing new OpenVPN Appliance

I am new to OpenVPN and we are attempting to setup a new Appliance on HyperV. I've downloaded the Hyper-V Virtual appliance and am about to create the VM. However, I'm not fully understanding what that actually gives me. Do I still need to download a software package to the VM? Thank you.
