Push config with Jamf static-challenge not working

I have a config that when imported manually works great, but when using Jamf to push to ios devices, it does not prompt for our static-challenge. It asks for username/password and then fails auth
This fails by not prompting
static-challenge "Enter Code:" 1
This gives an error because option is multiline (which is good to see its looking at the option)

Not sure if anyone has been able to use jamf or another mdm and have static-challenge work?
