HELP NEW project.MSI

Hello, please help me in creating an msi package. Or what recommendation. My task is to create an installation file so that it automatically attaches the configuration file during installation, since there is only 1 single configuration file in the company. how to make an msi package or .an exe file ? I would be very grateful
