Youtube, VPN +georestriction

Hello. I watch the German TV series "Notruf Hafenkante" on Youtube.
Some episodes of this show are geo-blocked although my Youtube account is located in Germany.
Sometimes Express VPN can overcome this block, other times not. (I set the VPN to a German location).
Does anyone know
1. why the VPN only sometimes works?
2. Can I change something on Youtube to overcome the geo-restriction?
For some reason, none of these episodes are geo-blocked on dailymotion.com
