LAN model UCARP-based failover on Hyper-V

I've installed two Access Server appliances on separate Hyper-V servers and configured UCARP-based failover, but when I shut down the "primary" node, clients are not switched to the "secondary" node.
My Validation Results indicate everything is "GOOD":

The documentation on the website here https://openvpn.net/vpn-server-resource ... over-mode/ talks about configuring MAC spoofing or Promiscuous mode for Hyper-V, but doesn't go into any details about what exactly needs to be configured there.
Anyone else have experience configuring failover in a similar environment?
