Client-Server OpenVPN setup via routers

Hello,
Bear in mind that this is my first foray into VPN networking, so bear with me.
I've got two relatives at different locations who want to route all internet traffic through a single IP address at one of their locations. By no means am I an experienced network tech, but I do work in tech and have passing understanding of VPNs and proxies. It would seem to me that a custom VPN setup might be the solution they're looking for.
After doing some digging on my own, I understand that what's needed is a site-to-site setup whereby one location has a configured VPN client and the other has a configured VPN server which all the internet traffic routes through.
I know OpenVPN software can be installed on PCs and configured as server/client, but what I want to know is if a couple standard off-the-shelf routers (with built-in OpenVPN support) would do the trick.
Could I buy a couple routers like TP-Link AC1750 Smart WiFi Router and configure one as the OpenVPN client and the other as the VPN server in order to establish an OpenVPN tunnel?
I might end up being the one who has to set this all up, so if you could refer me a good step-by-step tutorial it would be much appreciated. Thanks.
