Limit Concurrent Connections per .ovpn file

Hey, so I'm trying to test out things with openvpn and I want to try and figure out how to limit concurrent connections to a single .ovpn file.
So say I'm connected to my own ovpn config and then someone else decides to connect to that same ovpn config, so I want it to either 1. drop both connections or 2. drop the second person connecting to it so the first person connected has no problems
This is just an extra if you could help as its not mandatory, is there a way to have a single ovpn file and have multiple passwords per ovpn file or is it just limited to one? Thanks.
