windows firewall rules

I have set up OpenVPN. It connects and works fine when Windows firewall is disabled for "Public" network profiles. I have added rules for File and Printer sharing rules, and open port rules. I still can't have VPN work without disabling firewall entirely. In the firewall logs, I am getting the below dropped packet. Can someone shed some insight? Thanks.

2019-12-11 18:20:58 ALLOW UDP 10.8.0.1 239.255.255.250 64740 1900 0 - - - - - - - SEND
2019-12-11 18:21:08 DROP ICMP :: ff02::1 - - 80 - - - - 130 0 - RECEIVE

That particular DROP is for link local IPv6 packets which you can probably ignore.
