OpenVPN Connect not detected

Hi,
I got: iPhone 6S Plus and iPhone XS Max. Both phones got latest ios (12.2) + Latest OpenVPN connect.
On both phones I have loaded VPN profiles, using apple configurator, and here are the results:
1. On iPhone 6S Plus everything runs smoothly
2. On iPhone XS Max, ios fails to detect OpenVPN app (screenshot attached).
Could someone help me please? I tried googling for this issue, but due to the nature of this issue and keywords needed to describe the issue I end up with a bunch of 'baby steps- how to install OpenVPN on your Android phone' instead of ios
