iOS 12.1.4 can't send/receive email

With the VPN engaged, my primary email in the Mail app is an Outlook account that sends/receives just fine. I'm running the server on a Synology DS218+.
I al;so have a gmail and a iCloud account also configured that won't send/receive while the VPN is engaged - all other data transfer appears to be fine. If I disconnect from the VPN, mail functionality from the secondary accounts works again.
Anyone else experience this and hopefully have a solution to share? I've searched the board and the FAQ and haven't found anything.
