User on 4G connection experiencing timeouts

User is on a fluctuating speed 4g mobile connection connected to a Windows 10 computer via wifi. Connection has been working fine up until recently.
OpenVPN server is configured to only route certain IP ranges. User starts a "ping 10.8.0.1 -t" (vpn server) and it is fine. User starts the app that uses the vpn and the ping starts timing out. The app works up until heavy network load then reports network timeout. User closes the app and pings resume.
My theory is something to do with MTU? I've had them do ping tests to see max MTU then added mssfix 1380 to their config but no improvements.
