Shutdown all connections while VPN is down

Hi.
Is it possible to force shut down internet connection at all when VPN server is out of reach as some apps can do?
I don’t know why this happens but while connection to VPN goes out, I still can use internet which somewhat devaluates a point of having a VPN in my opinion.
