Limiting The number of available IP's in an Open VPN connection

Dear Open VPN Gurus
I am looking to limit the number of IP's available in an OpenVPN connection (as I have a filtering Program to filter web access by IP)
I am looking to limit the number of available IP's on a certain VPN connection to about 16 (plenty more than I need. I will then add the IP's manually to my filtering app and give the correct Internet access to the VPN users.)
I changed one line in my ClearOS Open VPN setup to...
server 10.8.20.0/28 255.255.250.240
Is this correct? Am i right in thinking that the available IP pool for PC's connected to this VPN is 16 starting at 10.8.20.1?
