OpenVPN access to an internal router

Hi, I am trying to use OpenVPN for the first time and I am having some difficulties. I am not an expert on networking, but I know just a few basics.
I need to access my network from outside.
I have a dedicated private IP from my ISP. He installed a modem/router, but as I need to have VPN and Wi-Fi I bought the TP-Link Archer C60. So, as my new router does not see the private dedicated IP, how can I tell on my PC that it mus look behind that first modem/router?
Or, what must I request from my ISP to change on its router (they do not give me management access) so that I can create a VPN to that VPN server router?
