Check status connect openvpn

Hi,
I want to thank in advance for the development of the open source project OpenVPN
Use: Linux mint 18.3 and OpenVPN 2.4.4
I have three questions:
1.
what function does the switch "OMIT_SENDSIGS=0" in the file "openvpn" do not understand.
2.
is there any real-time check status if openvpn is connected?
Example: auto-refresh terminal info: OpenVPN online IP: 999.999.999.999
3.
It can be set that:
if the openvpn connection is lost or the connection can not be established at all, the Internet will not work?
