TAP won't install on Windows 10 version 1709

After updating to Win 10 version 1709 - TAP version 9.21.2 won't install. (Also tried v9.9.2_3)
Error message: An error occurred installing the TAP device driver.
UpdateDriverForPlugAndPlayDevices failed, GetLastError=-536870328

I have been having a lot of troubles with this too.

We use the pfSense provided binaries for OpenVPN. It was working for a long time on my laptop with Windows 10. I think it was the update to 1709 that caused my client to stop working. It would just hang for 60 seconds and say something about unable to verify TLS provider. It has happened on a couple other users' laptops too.

I was able to get it working again on my laptop with 1709. I uninstalled the TAP program and OpenVPN, rebooted, installed TAP (the TAP installer itself had been failing on prior attempts, not sure why it worked that time), and then installed OpenVPN.

So I can't say for sure what I did to resolve the issue, but it is possible. Maybe uninstall TAP and OpenVPN, reboot, install TAP, reboot, install OpenVPN?

Update: I managed to get it working on Windows 10 version 1803 by running the tap-windows standalone installer.
