openvpn 2.3.2 Installer Issue

hi
i'm trying to install openvpn 2.3.2. on windows when i go to the webpage http://swupdate.openvpn.org/community/releases/ and download the zip file openvpn-2.3.2.zip there is no installer with it?
am I missing something?
