Impossible to install over Windows 8.1 Single

Hello.
I can not install OpenVPN client (OpenVPN-install-2.3.10-I602-x86_64.exe) on two machines with "Windows 8.1 Single". It appears "Windows can not access the specified device, path or file specified error when you try to install, update, or start a program or file." I've tried all the possibilities of "kb266924" without success. I think the problem appeared last week and apparently after a Windows Update (Windows Defender Definitions Update). I not tested restoring the system. Any suggestion?
