cannot switch from cellular to wifi since OS 9.2

This bug hits me badly
I used to hop on wifi hotspots, and assisted by cellular data in-between. Now essentially I've to stay on cellular data always while on streets.

Interesting bug fix by Apple related to "captive portal" in iOS 9.2.1

The bug of this thread still exists on iOS 9.2.1. I'm the changes for Apple's bug fix have to do with the bug of this thread.
No words from the OpenVPN Connect...?
