Seamless not working?

Hi,
I'm using a Nexus 9 with Android 5.1.1 with OpenVPN Connect app.
My VPN server is working as it should but I encountered a problem.
When I was in a non secure WiFi my VPN server crashed and the app couldn't establish a connection to it anymore. But I was still able to surf the web and use gmail and other apps.
I had seamless activated but I only got "reconnecting" every few minutes while I was mailing and surfing.
I expected, that the app will prevent all communication when there isn't a VPN connection.
