Does ignore in fact mean the file will be moved when I reboot?
If so it should say so.

You must run the OpenVPN Installer as Administrator:
- Locate openvpn-install-2.3.7-I602-x86_64.exe
- <Right-click> Run As Administrator
- Supply Administrator Password (if required)

That made no difference for me.
It turned out that, for me, letting OpenVPN put itself in my PATH was a mistake.
Another program called Networx was grabbing these two DLLs (for no obvious reason at all) and preventing installation.
Once I removed OpenVPN from my PATH and rebooted I could complete the install of the new version.
And, obviously, I didn't let it add itself to the PATH this time.
