Is OPENVPN no longer available / supported on Windows?

I am new to OPEN VPN and am in the process of installing on Windows 7 Server.
In the install doc it quotes:
"...Note that easy-rsa is no longer bundled with OpenVPN source code archives. To get it, visit the easy-rsa page on GitHub, or download it from our Linux software repositories..."
Having visited GitHub for Easy-RSA, I do not find any Windows binaries and have not been able to find any prebuilt Windows binaries anywhere.
Does this effectively mean that OPEN VPN is no longer able to be installed/configured on a Windows Server machine?
I do not have access to nor do I want to go down a Linux root as a workaround.
