AS connection to IIS fails with Timer_MinBytesPerSecond

I have two Server 2003 R2 IIS 6 systems with different applications. From OpenVPN clients I am unable to launch the websites, or they start and then fail. Other applications over the VPN connection work ok (RDP, AS400, file access). The httperr file is showing the failure due to Timer_MinBytesPerSecond. I've disabled the MinBytesPerSecond option and then I don't get a failure but I don't get the webpage either as the browser just spins.

I am running OpenVPN AS 1.8.3 on ESX 5.0.0

I've tried with static client IP and DHCP. Tried different subnets for my VPN clients.

The sites have worked on occasion, usually after rebooting the OpenVPN server but then fail again.

What am I missing?
