Fixing mis-categorized forum postings

Is there a possibility to move mis-categorized forum postings? I see phpBB has a "moved topic" feature, so is this just a matter of no one willing to spot/correct this? I'm willing to do so when I spot them if I can be given the ability.
In particular, this forum, 'Forums & Website Support' is mis-used for OpenVPN issues, probably because it's "near the top" and posters don't read what forum they're posting in or the "forum rules" (description basically) near the top. Somewhat less mis-categorized is the 'Testing Branch' which is also periodically used for general questions, not discussion on mainline development.
