OpenVPN as Server in Windows 7 32bits

VPNs its a new thing to me and i already have read allot about this but i cant find a manual explain point by point how to install a server version in Windows 7 32bits.
Someone can try to explain.
I try to install openvpn-install-2.3.1-I001-i686.exe but after install i cant find any easy-rsa folder.
