2.3 release version refuses to install, RC2 was fine

I had previously installed RC versions up to and including 2.3 RC2 successfully on Windows 8 64bit
Recently been having a few crashes of openvpn-gui.exe so noticed the 2.3 release version was available and thought I'd upgrade to it, downloaded ok, but when I run
openvpn-install-2.3.0-I001-x86_64.exe
I get "This app can't run on your PC, To find a version for your PC, check with the software publisher."
I can't persuade it to run in compatibility mode, or running as admin.
Anyone else?
