Remote Client load balancing multi wan

Hi every body,
I'm new worker in my compagny.
And they use an vpn under more 13 agences.
Every agences has 3 adsl working.
but i thing is very bad configuration,
because only one of the 3 connections is use for the vpn.
Conclusion when this one acess down,
vpn down for the agences and everybody cry.

I know by documentation, and I have good know on debian,
we can have many server vpn for load-balancing.
but here, it's for the client vpn use an load-balancing with multi-wan.

I would remove the routeur vpn, replace by debian-server with openvpn-remote,
4 ethernet card, for 3 manage wan and load balancing
and the last for an transparente network for people who are in agence.

that's possible?
I know use an metric in debian.
but how can describe this for openvpn client remote?

NB: before i have made some search with my google friend.
he talk to me about pfsense.org, but i not sur is open and stable
like debian package :D

so, I search again.
And may be I have an idea.
mount 3 remote client on each wan.
and use ifensalve.
what do you thing?
possible or not?

Making a redundand, load balanced, fault tolerance is very complicated, but possible. There is no solution for this, only for part on them appearing on this forum as tutorials. Search, analyze and implement. Share your conclusions and working example with others as it is open source.

Pfsence is stable as it is used by many.
