Flooding of bridged packets to unknown MAC addresses

This wish pertains to OpenVPN running in Client/Server mode with client-to-client enabled using TAP interfaces.
It seems that OpenVPN is not flooding unicast non-IP packets with unknown destination MAC addresses, so it does not behave like a proper bridge.
If this behaviour is intentional (e.g. to limit potentially destructive traffic levels), could this become an option?
