Windows Remote Desktop not working on all User Accounts

I have my own application that runs on top of OpenVPN TAP driver. So far, all applications are running perfectly however Windows Remote Desktop does not work on all accounts.

I could NOT access via Windows RD the account where the application talking to the driver is running. But I could access other accounts. If I run the application as a service (in Windows 7), the problem does not happen. But I don't want to use a service and stick with an application since running as a service introduces other issues and OpenVPN works perfectly with Windows Remote Desktop with a console application.

The issue seems to be user-account/session related. What is it that OpenVPN application does that I am not doing on my application? Can anybody share some ideas on how to solve this issue? Thanks.
