Admin Rights versus Run as Administrator

Sorry for the Noob question here....Very new to OpenVPN (and only working with the client side)
To run and connect the OpenVPN client from a Windows 7 64bit computer, does the logged in user need local Admin Rights on the computer to establish the connection?
I see where people talk about checking the box to "Run as Administrator", but the connection only seems to get established when the person logged in actually is an administrator of the computer (and does not work when the user does not).
I read this article from 2005 and didn't know if this is valid any longer or not?
