for cheap openvpn server, many options,
there are linux vps, virtual private server
cost about 3 euro a year.
need one with 128 MB (or 64 MB plus 64 MB swap still ok)
Its fully managed by you, so you need to be ok with linux, installing openvpn and configuring it yourself.
many vps providers.
e.g. http://lowendstock.com/

Other options are buying a raspberry pi (cost about $25) and installing it with a friend with domestic broadband
outside your country, or install in a co-location data center, google will help you find them.

When you have your own server, there are more options than openvpn, as you can install them.
As you say, stay away from free server proxy.

Thanks, I'm gonna give it a try. Wow, these are really cheap!
But the only one which has 128m swap is in Seattle. I believe they'll refuse to serve to Iranians.

We (OpenVPN developers) do not encourage people building their own versions of OpenVPN changing the wire-protocol like this, without the patch being through a proper patch review and having evaluated possible security risks related to such a change.

And we especially discourage using such an approach when there exists a far better solution, used by the TOR community. It is called obfsproxy and can be used together with OpenVPN without needing any re-compilation of OpenVPN.
